+1. I'm having the exact same problem since moving to 2.2.0. Tried a clean install of Windows 8.1 x64 and issue persists.
Connection is to an SMB share on Windows 2012R2.
As OP pointed out, 2.1.5 works fine.

Most sysadmins I know install the nightly VLC as this does come in msi format. Not ideal, but it works. Just choose the nightly closest to the release of the version. OMG, this was driving me insane! I changed the driver settings in the nVidia Control Panel from 'Adaptive' to 'Prefer Maximum Performance' and my VLC latency, sound glitching, mkv playback problems have disappeared!
