I kind of like being able to move the bar around if i want, i usually move it just above my taskbar as sometimes my taskbar will cover part of the UI when i go full screen on windows 7 if i don't so i drag it up a little (bug ive never found a fix for since win 7 came out) I wonder if you could just...

If you move mouse to edge of player drag it back to being small is what i do then close and reopen vlc and it will always be small on start and on end of show, if that don't work you can delete preferences and cache and reset it back up to your liking,
