After some research I found that libavcodec can be LGPL or GPL depending the build. Is this vlc plugin LGPL or GPL? If it is GPL, where can I find an LGPL one?

In VLC media player Win32 nightly builds 1.2.0, the "set up associations" button don't work at all, don't show anything.
