Since you are webdesigner you should be fine with web server so you have to work on video which should not be your web server *must be seperate. ...

I am a noob as well but from what I've read this is doable. You just basically will use vlc to create either broadcast stream or ondemand where clients on your web will be able to watch it. As far as usage I don't know. Good luck
