I think you need to ask the people at Subtitle Workshop to do it. They would need to borrow source code from VLC, which as you say is open source. The people at VLC can't do it for them.

I need to do the same thing so could you give me a link to the bug report. I am going to write an LUA extension so that VLC can convert Video to CDG format.
