in preferences > interface u can change vlc gui language to francais
then save settings and restart vlc

SOLVED.

I've downloaded VLC several times and each and every time when requesting for the language to be french, it sets it to be... freaking DUTCH !!! I may be belgian but I don't speak dutch.
