Http Video Input Frame Rate

I am working with several MJPG encoders streaming over http.

When I open a network stream at a location like http:<ip>:port/mjpg it seems like I get a different frame rate each time I open the stream. Sometimes the video plays incredibly slow. Then I restart the stream and it is fine. I want to avoid these restarts if possible.

Any ideas of what can be the cause?
