libVLC stalls on first run on new system - then fine

When I copy my application to a new system (Win7) that has never had VLC installed, the first time it runs it seems to hang (I have traps for initialization of vlc that do not occur), but the app runs the second time (and subsequent times) fine. I am running out of new systems to try and debug this. Any help? One thought, In my command line I am turning off the plugin cache - could that be the culpret?

Turning off the cache slows down start, especially on a cold cache.
