How to create a Transferable Playlist file & video files?

The playlist that I can always create in VLC is stricted only to the original folder location of the video/music files on the time when the playlist was created. I would like to copy/transfer all of my music videos and playlist to another computer or storage media. Transfering my playlist and video files to a diferrent folder path will cause VLC player unable to run the playlist for it fails to locate the file. I have a long playlist and it will be tiresome to do the same playlist again to another computer. I noticed when you download a group of mp3's with a playlist list file from a torrent sites, how come the that that playlist can play the song files that came with it? How to create this?
