Video stuttering once during playback

Hello,
For the as long as I can remember on my current computer I have been having this problem with VLC:
Whenever I play a video, regardless of the format, the video will stutter once and only once during playback at a seemingly random time. The video and audio pauses for about a second and then resumes with some artifacting.

(I don't know the specific name for the type of artifacts, but an images stays on the screen until there is movement in the area, the artifacts always clear on a scene change. If anyone can tell me the specific name for this it would be appriciated as I encounter it quite a bit and never know what to search for!)

I'm running on Windows 7 with the VLC "1.1.12-git The Luggage" nightly build, I was running the latest stable build before this and having the same problem.
I can provide screen captures if necessary and more detailed specs.
