Effects and Filters window always opens behind video window

When I right-click and select Interface/Effect and Filters in the context menu, the dialogue always opens behind the video window. I have not ticked Video/Always on top in the context menu. Anyone have an idea why it's doing this? It's not that big of a deal unless the window's maximized, then it gets to be a royal pain. Appreciate it.

Always on top only affects video playback, so if you don't play videos, it won't do anything. AFAIK there isn't any setting to change the z order in VLC. QT4 supports it, so this would require additional code

Still wondering if there's a way to make the Effects and Filters window open in front. Plain English please.
