Im prepared to paypal $10 to whoever can build me a Windows version of VLC that supports AMR with the latest VLC stable source.
It must also support MP4, H.263 and RTSP streaming (with the live.com sources)!
Current stable version of VLC does all of that but it does not playback the AMR soundtrack.

VLC supports AMR.
