Problem transcoding MP3 to Vorbis @ 16kb/s

Hello,

I am using VLC 1.1.5 on Mac OSX and cannot transcode MP3 (mono, 64kb/s, 32KHz) to Vorbis @ 16kb/s (other bitrates are fine).

Error Message:
Streaming / Transcoding failed
VLC could not open the encoder.

Any idea why it is failing ?
