problems with streamin g in windows

hi all! I'm using VLS to stream some files stored in the server but I cannot view them in windows using VLC. What did I do wrong??

I have download and install vls
I have launch vls.exe then I launch telnet localhost 9999
I have launch the command start rugby(my video) localhost local1 --loop
then it show me that the program rugby is started

When I want to read the flux in vlc
Since file/open flux network
=>it show me nothing(no video no sound)but i can see that vlc try to read the flux becasue the button is on pause....
