Use the extended dialogs with video filters.

I've ticked "Rotate" in Advanced Preferences > Video, & typed in 90° in Filters > Rotate, but it doesn't change anything.
I thought there might be an additional Rotate button somewhere, but don't see one.

OK, I downloaded 2.2.0 & found Rotate in Tools > Adjustments & Effects > Video Effects.

No, what you want is transform, not rotate, and 2.2.0 does it automatically, if the video was taken by a phone.
