http progressive streaming

I have embedded mozilla plugin and play videos located on remote server via http streaming. I experienced that when I pause video there are no packets arriving from server, so buffering is stopped. I noticed that some other players download the whole file to the client eventhough the playing is stopped, ex. videos on youtube. How can I achieve this using vlc plugin?

As far as I know, the VLC-plugin is suppose to calculate how much of the movie it should buffer depending on your current down-speed vs the movie quality. (Someone correct me on this?) Therefor preventing your movie to "lag" or "choke" while watching.

If your streaming, why do you wanna force the player to download the whole movie, when this only uses an excessive amount of the downloading speed, therefor causing the current frames to "lag" or "choke"? (Is you may have seen on YouTube-movies? Even though you have downloaded 90% of the movie, and is watching maybe the first part of the actual film, it still can lag or choke.)
