Sound scrambled

Running VLC 1.1.1 on windows (but I dont know that this is a windows specific problem)

playing various purchased DVDs

the sound is like chopped up into quarter second blocks and reassembled
so I can hear fragments of words but cant quite tell what is being said

I've tried changing the audio output option and it doesnt make any difference

Any other suggestions?
