Software to set a frequency to a TV Tuner

Does anyone know a program that can set a frequency to a TV Tuner?
Currently I'm using DScaler to set the channel I want to stream. (I start DScaler, I set the TV channel and then I exit DScaler and start VLC)

The new version of VLC can do this.
Search for nighly build vlc 0.82
or use this one
http://vthr.via.ecp.fr/~videolan/build/win32/
This one supports to change the channel.

Do you know if the latest nightly build fixes the bug that causes Windows (XP) to be restarted when opening the capture card ?

No I don´t. But perhaps anyone else.
I have had found a site with some comments about the new version but can´t remember. Checkout the Software from user scoutice. All you have to do is to configure the ini-file.
It is posted in the streaming section
Ok and you need a webserver with php running on your machine.
