How to RTP Stream from Windows Mixer

I am overwhelmed while trying to setup streaming on my VLC player version 1.0.5. I have found some information about using a GUI for VLC, which looks easier than the full version, but I can't find it anywhere. I'll tell you what I want to accomplish and you guys can tell me if it's possible and how to do it.

I want to encode audio from the Windows audio mixer into an RTP stream. I then want to send (push) this stream to an appliance that has a static IP address. I also would like to set it up so that, ideally, I would only have to open a shortcut and this would all happen automatically. I'm willing to pay someone to write the script to do so if it is required.

Any help would be greatly appreciated.
