pixelated, poor quality on Win7

For some reason the mod previously ignored complaints that 1.0.3 also had the same problems people have been reporting. 1.0.3 did not fix anything relating to this issue. For those still having quality problems, the solution is to go into options and clear out the dll cache. Appears to be a problem when upgrading VLC's. An ongoing solution would be for VLC to automatically clear out dll caches upon install.
