Is the libdvdcss library legal in Canada?

Hi there just a quick question though it will take rather specific knowledge for an answer. I am trying to convince the company I work for to switch over to VLC as the default player for the company since it is vastly superior then the WMP 9 standard we currently have however my boss ran across the following section of the license agreement ( at least I believe that is where he lifted this from ).

The use and distribution of the libdvdcss library is controversial in some signatories countries of the WIPO Copyright Treaty, and the corresponding European Union Copyright Directive (EUCD) within the EU. For instance, the United States of America, it is implemented through the DMCA (Digital Millennium Copyright Act). Different countries implement subtly different restrictions on the use of anti-piracy counter-measures. If you are unsure about the legality of using and distributing this library in your country, please consult your lawyer. Beware: VLC media player installers for Microsoft Windows and MacOS X are distributed with the libdvdcss library included. The VLC media player source code does not include libdvdcss. Also Linux VLC packages normally do not include libdvdcss.

So does anyone know the legal status of the libdvdcss library in Canada? I want to push this for a roll out however I obviously cannot have ANY question as to its legality. Thank you for your help with this in advance.

Probably not. But we are not lawyers.

And you can distribute VLC without the dvd modules and you will not have to bother. Just remove the .dlls
