Add frame to existing file

There is an existing video-file contained in mp4. I need to add to this file one frame with fixed duration (for example, ten minutes). As mp4 supports variable frame rate I thing it is possible. Will be vary thankful for any help in implementing this feature using VLC.

I think the fake codec supports playing a fixed image.
