How to extract video clip using VLC GUI?

I have converted a video to .ogg format using VLC, but when I try to extract a clip from it using ffmpeg, ffmpeg crashes, it doesn't seem to work well with .ogg video, although it works well with the other formats.

I considered doing the conversions .mp4 and .mpg, for ffmpeg to work with, but the conversions displayed blockiness and jitter too often, .ogg was the best. I don't know whether VLC 1.0 is weaker than 0.8.6 in this respect, as converting to mp4 and mpg had fewer problems with quality with 0.8.6.

Can VLC do its own clip extraction from an .ogg video, eg, start at -ss seconds and extract 200secs of it. There don't seem to be options for doing so in the GUI interface. I would really love it if it could. If there are command line options for doing so I don't mind as that is what I use with ffmpeg anyway

I am using VLC 1.0 on Windows XP.
