Why can't vlc convert files to flv?

I told someone that vlc could convert just about any video in any format to flv. I'm trying to wipe the egg of my face now because apparently you can't. After 1/2 hour on Google and this forum, I've turned up nothing that says you can.

But I'm confused. Doesn't vlc use ffmpeg? I use ffmpeg on my server all the time for converting videos to flv. So why does it appear not to be possible with vlc?
