Capturing camera using Capture card and composite in

I have been searching around for this for a while, and have tested many of the solutions that I have found on the wiki and in the forums. But I was wondering, does anyone know of a working solution for capturing live video from a camera connected to a capture card on the composite video in.

Basically, I am looking for OS, capture card, steps to reproduce and settings to launch vlc.
