Lagging/Choppy video and sound

So I just downloaded the new version of VLC, and it worked great yesterday when I played a regular DVD, but now I'm trying to watch a .m2ts movie torrent, and it's giving me some problems.
The sounds crackles and skips, and the video looks like it's moving frame by frame as if it's been slowed down. It's rather irritating, and I'm wondering if anyone can help me fix it.
