MPEG 4 Audio (aka AAC) encoding is not available in the binary build, due to patent licensing issues. If you need it you will have to build VLC from source:

Well, in fact, this isn't because of patent licensing issues (there are no valid software-only patents in the EU). It's about libfaac using a non-free and therefore non-GPL-compatible license, which is why neither FFmpeg nor VLC can use it anymore. A newly written encoder will be included in one of the next releases, possibly even VLC 1.0.1.

Thanks for the correction on the subject.
Providing logs, messages, configuration info (VLC, OS, Hardware) and a clear explanation of the issue always helps the problem solvers help you, even if they don't end up solving the issue. Feel free to contribute this encoder under a GPL-compatible license. We will happily include it. Or wait for the FFmpeg team to finish their work.
