capture video data, encode and transport via Internet

Hi all:
I am a newer to VLC. Now I want to use VLC to capture video data from USB camera, encode then transport them to VOIP server(NGN). After read the documents carefully, i know that VLC exactly do such things: capturing video data via DirectShow, encoding/decoding them using ffmpeg, also encapsulating them in RTP packages and so on. All these is the exactly things I want . Although having read nearlly all the documents, I have no idea how to turn on the log switch, run the VLC media player, and get the logs. Can someone tell me how to do it? Without the log files, I find it is difficult for me to read the sourcecode.
By the way, is there somebody have done the same thing through VLC ?
