can VLC identify format of any DVDs?

I used to use CyberLink PowerDVD to identify the region format of a DVD (NTSC or PAL) taken from the net, even with a partial DVD file - the .VOB file. Since my computer crashed, I've only reinstalled VLC so far.. can VLC (mine is 0.9.9) play separate VOB files or must the whole DVD be played? And in either case, where (If possible) is the command where it gives the region format info?
