Cache Control

I have noticed a lot of posts regarding caching, and it is difficult to get the VLC player to work well over a wireless network stream. First, there is a global option where the setting can be changed from Lowest Latency to Higher Latency, but this setting seems to have no effect. The only method of enforcing higher levels of caching is to select Media->Advanced Open File each and every time and manually specifying how much to cache. There ought to be a global option to specify a default cache time on playing files, as the file could be served from a wireless network, and it is too difficult to use the Advanced Open every time; not to mention, it is not a good location for it, as it took me an hour to find where to set it.

Tools -> Preferences... (Show settings: All) Input / Codecs -> Access modules and choose the one you use. Then adjust the Caching value in ms.

No such option in v2.1.3 Win64. Any other ideas?
