Is this Normal?

i can play mpg videos on the same form multiple times without refresh issues.

if i stream just one mpg video using (dst=display) back to my handle, it seems as though the video is around 5 fps or so.
if i take the (dst=display) out it's fine.
also if i am streaming a video with the display on, any other video i open in another player on the same form also has the slower fps.

is this normal?
