Use like a Juke box

I am using Windows XP, on a Toshiba TE2100 Laptop

I have my music video files as .VOB files, by artist, I am looking for a way to use VLC player to work like a music video juke box.

Is there a way this can be achieved, like to select a file and add it to the play list either using Explorer, a browser or a script, that VLC player can read by a refreshing the play list file?
