Stream to Video... ultimate n00b question

Hello. I've only used VLC in Windows interface and am very uncomfortable with Linux-based command lines.

That being said, *how* does one stream video using VLC? I've been able to successfully stream MP3 audio, so I know a little bit about the interface. But streaming video, especially compatible with older computers, completely baffles me. Help!

I know it's been a while, but I don't think I was specific enough. My bad.

I should have said, "stream to a file," for example, a simple AVI or MPEG that will work properly even on computers with a minimal amount of codecs available, such as Windows XP on a fresh install.
