Is this possible with any type of plugin?
One thing about CRT TVs is that it hides digital artefacts with scanlines. I would like to add these to a video too see if it sharpens the image when viewing from a distance.
Add artificial scan lines?

I strongly doubt that scan lines let a movie appear sharper from the distance. And no, VLC has no plugin to add them.
