Can't Change Keyboard Shortcuts ! ?? !

For some reason, whenever I make changes to the keyboard shortcuts (under Interface -> HotKey settings) There is no impact on the program. It's like what I do there doesn't even count.

All I'm trying to do is change the keys so that the UP and DOWN arrows control the volume and the LEFT and RIGHT arrows are "rewind 10 sec" and "forward 10 sec". By default these actions ARE performed but for some stupid reason you need to hold the CTRL button to do them.
That is very foolish, those are the most basic actions you have and they certainly need to be the default buttons.

Does anybody have any experience with this?

I've heard it's better to post in a current thread than open a new one, so I searched and found this one and am posting to it.

I have the same problem, and I've tried restarting and it still doesn't do anything. I like this program but using the mouse for everything is annoying. In my searches I've read of people editing some file manually, how would I go about trying that?

I have similar problem as described by OP in this thread:

Using VLC v1.1.0 in "native style" look and feel, I tried to re-define keystrokes for short and medium forward and backward jumps. I first cleared the default keystrokes for Navigate up, down, left, and right. Then I supplied the following hotkeys:

Short jump forward Right
Short jump backward Left
Medium jump forward Up
Medium jump backward Down

I pressed "Apply" after entering each new hotkey. Then I restarted VLC but the four arrow keys had no effect while viewing WMV or AVI files.

I followed the same procedures as described above on two different PCs. One is running WinXP Pro SP3, and the other is running 64-bit Win7 Pro. I got the same inaction on both PCs.

Default hotkeys such as Ctrl+q and F11 work normally.

What steps should I take to troubleshoot this problem?
