I know about several PPC-optimisations which were added to our H.264 encoder (x264) recently, so it will get much faster with the next release. Concerning the decoder, I actually got no idea as I'm not affiliated with the FFmpeg Team, which produces our decoder. You may want to check their recent svn commits to see if somebody is still working on it.
Since the PowerPC platform is going to die over the next couple of years, I don't see that much further work will be done specific to it, although I would strongly approve it as I'm on a PPC-Mac, too.
In case that further major releases of VLC will be shipped, be assured that they will support PPC-Macs as long as we got machines for testing, so at least for the next 5 years or something like that.
