Can VLC be used as a RTSP Server for streaming H264(AVC) ?

Discussion on the (deprecated) VideoLAN Server application as well as the miniSAPserver stream announcer. This is not about VLC!

If it works, I want porting it to Set-Top Box.
If you guys just got experiences on this case, please help me.
