live video streaming pc <---> 3G mobilePhone

Hello, I am trying to use the Java binding to VLC: jlvc:
https://trac.videolan.org/jvlc
to create a sample video streaming application between a PC and a mobile phone.
My phone(Nokia N80) supports format like mp4 or 3gp.
Does VLC supports transcoding to 3gp?

any advises are welcome.
