IGMP V 3

does the current version of VLC supports streams in IGMP V 3 as client and/or as server?

It does, but OS that runs VLC should support it as well.

where can it be configured and does win XP or Red Hat supports IGMP V 3?

A fully up to date windows machine should support IGMPv3 as well as a properly configured and up to date linux kernel.
Don't use PMs for support questions.

where in VLC itself it can be configured to work with IGMP v 2 or v 3??

IGMP is not built in VLC

VLC relies on the OS to provide the IGMP functionalities.

For XP the IGMP version is defined in the registry in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
