compile with mingw:libiconv is needed for vlc work property

I compiled vlc with mingw.but when configure vlc that shows "libiconv is needed for vlc work property",I had installed libiconv.

I have no idea,please help me .

I compiled it successful,but the activex can't work in IE

Help me please,
I also build VLC but my platform is QNX. When I run ./configure, it also print out : 'libiconv is needed for VLC to work properly'. Can you help me know where I can dowload the libiconv?

Compile it there.
