Hi,
I have not downloaded it yet. Is it free? Can it be used for video conference, with webcam? and with audio?

It is free/open source/GPL.
You can view webcams, stream them, listen to audio.
You can't do video conferences with it yet (well ... you could open a bunch of VLCs and stream the localwebcam and subscribe to the remote feeds, but there are better apps to do that)
