How to set up frame rate when recording from a webcam feed?

I would like to capture low frame rate feed from a webcam to save space. I figured that in "Open Capture Device..." under advanced options, there is an option to set frame rate. But this gets ignored and the captures are still higher frame rate. I think the default is 60 fps.
Is it a bug or am I setting it up incorrectly?
I also tried: framerate1/1 option appended with : edit options below, which also did not work.
