VLC creates new directories/folder on new thumb drive

Version 3.5.4

Newly formatted FAT32 (long version) on Windows 10. 16GB thumb drive. Add 4 .mp4 files. Plug into Fire TV $k Stick. VLC (or Android ?) adds a bunch of directories/folders. All seem to be empty. Windows see them. Can only be removed by Administrator.

Is this expected behavior ?

Android does add directories such as /Android and /LOST.DIR to devices, whether they are the system device or not. And Windows adds "System Volume Information" and the ".desktop" file. VLC doesn't add directories; in fact, it won't even read directories, if you disable "Auto rescan" and use "Media library folders" to uncheck them.
