Play VLC remotely without it being open on remote device

I'm running VLC 3.0.20 on WINDOWS 10.

I can stream/play an url sent from an app on my Android phone to my PC VLC IF VLC is already running on the PC.
(I set up web interface and password on VLC and set up the port, password and PC IP in the app. All on my LAN.)

How can I play/stream that URL when VLC isn't already running on the PC? In other words, is there a way to have VLC listening on a port
so that when I send an URL it will cause VLC to open, and play the media to the end, then close VLC.
This is so that I don't have to keep VLC open all the time.

By installing ntservice I was able to push my media to vlc without opening the program first. The video opened up and is playing.
on the window it says "vlc direct3d9 output" Window closed when playback ended. No controls visible but some keyboard shortcuts work. Mouse wheel controls volume.
I used the command line to install the service but there is a setting in the preferences to install a service and I did that too. does that second service need to be running too? I selected the uninstall service setting but it didn't uninstall.

How do i use direct3d 11 instead?
what are the ports I should use?
How to start this service with seek and fast forward/rewind buttons?

Hi, how did you configure the windows service?

In any case, VLC will need to be started to be able to listen to the port. The best option would be to always start it when the computer boots, maybe minimizing into the stray icon.

Beware of the security concerns when setting up such service, VLC should not be reachable by other devices.

Hi Unidan,
Sorry for the delay in replying.

I used this:
.\vlc -I ntservice --ntservice-install --ntservice-name=VLCstreamer --ntservice-extraintf=http, rc --ntservice-options="--direct3d11-hw-blending --directx-audio-device=1 --no-qt-privacy-ask --no-qt-error-dialogs..."

Anyway, it worked one time, then not again. If I delete the service and remake it, it works one time then not again. I deleted it for good.
It would be nice to have VLC listening on the LAN without having to open it every time, but I guess I could do the open at startup and minimize to tray, like you said.
