Command Line Switch Settings Won't Change

If open a file in VLC from the Command Line using a Switch such as --start-time=60s it works.
If I then open another file from the Command Line with --start-time=120s (or No Start Time Switch), that file Starts at 60s too.
(If I open that 2nd file from the User Interface it starts at 0s).
If I Close VLC before running the 2nd file, it Starts at 120s OK.
The Command Line Documentation does specify that "--" switches are "set for the duration of the program", but the other ":" switch Syntax doesn't seem to work at all.
Is there a way to overcome this behaviour without closing VLC :?:
