Wifi-Sharing stopped working (stuck at 1%)

Since a week or so I can no longer upload videos to my ipad via browser on my PC.

Every file moves to 1% and does not upload and stays like that forever.

I was able to fix this problem once by restarting my ipad, but that no longer works anymore.

Any ideas?

tried that. didn't change anything. i can see the files i have on my ipad in the browser on my PC and download them to my PC, but the speed is about 35KB/s.
I assume that is the same speed transferring to the ipad which is why I don't see it go past 1% in the browser.

The ipad has a fast, clear connection to WiFi. I can do speedtests and browse/download on it without any issues. It is only with VLC and only recently after working for years.

Edit: what is also odd is that after letting it run at 35kbps while typing this post it suddenly fixed itself and now runs at full speed... until tomorrow or the next time I use it
