Can VLC create a UPnP/DLNA-Stream to receive Videos on a TV?

Hi,

i could create RTSP-Streams or other protocols using VLC and other Tools. But is there a function to create a UPnP or DLNA-stream so my TV can play it? I tried HTTP-Streams but the TV's webbrowser can't download anything. Also HLS doesn't work because the TV can't play the m3u playlist. The same when i try to share the playlist using the existing UPnP-server. UPnP works but not with m3u playlist.
