I want x264 placebo stream

I bought 3990x cpu 64 cores 128 threads but can't x264 placebo stream. This is stream pc.

'x264 stops scaling at around 20 cores for 1080p, also the higher the used threads go the worse gets the compression.' is this real?
So can't it be a CPU with more than 20 cores?

Yes it is. The higher preset setting the slower speed. That plus some other settings like the number of B-frames, ME, subME, etc.

can't? any can stream setting(s)? slower, very slow, placebo stream is overload. I tested therads=1, therads=0, therads= 128, therads= 64 and therads=16 but all overload.

TBH I don't know much about the cores and threads usage of x264.
