Upgrade killed CVLC

Hi
I have about 26 Raspberry Pis displaying various different IPTV video streams at work.

They have for a long time been running Raspbian lite and CVLC.

A recent apt-get upgrade unfortunately killed them.

The offending packages were
libraspberrypi-bin
libraspberrypi-dev
libraspberrypi-doc
libraspberrypi0
raspberrypi-bootloader

With the latest version of these installed VLC attempts to launch, and appears to be running, however the video output does not appear to function

I appreciate not many people will be running VLC without the desktop environment, but has anyone else experienced this?

I have held the packages for now so it won't brick the whole system... again!
