Mac audio output stream to Window 10 PC

I'm trying to take the audio from a Mac Mini and stream it to a Windows 10 PC. I have Soundflower installed and I can tell that audio is being output through Soundflower.
But I cannot seem to get VLC to take the audio from Soundflower and stream it - either via RTP or UDP to VLC on the Windows 10 PC. The Mac and Windows PC are on the same LAN and I'm not trying to stream out onto the internet. For the sake of testing, I've disabled all firewalls on the Mac and PC. I can take an MP3 that's stored on the Mac and stream it to the PC just fine. I'm sure there is something technical I'm missing. Suggestions?

Probably not the answer you're looking for, but for $60 USD, you can buy Dante Via and Dante Virtual Soundcard. It will work. https://www.audinate.com/products/software/dante-via

If it was Mac to Mac, you could use AUNetSend and AUNetReceive.
